Retired Colonel from the French Air Force after 26 years of service, Mr Dominique COLIN has an extensive and comprehensive knowledge and experience of the military aircraft maintenance and overseas operations in Africa and in the Middle East, strategic planning and the airworthiness requirements for jet aircraft.
He graduated from the Aix Marseille III University in 1986, the French Air force academy in 1987 as a telecommunications engineer, from the Ecole Nationale Supérieure de l’Aéronautique et de l’Espace (ENSAE) in 1994 as a space systems engineer. He was teaching aerodynamics and flight mechanics at the US Air Force Academy from 1997 to 2000 and he graduated from the War College in Paris in 2001.
In 2009 he joined EUROCONTROL as a senior standardisation and certification expert responsible for developing a performance-based certification concept.
In 2011, Dominique became the leader of the EUROCAe WG 73 SG3 “C3”, joined JARUS in 2012, in which was responsible of the C2 Link matters. The concept of Required C2 Link Communications Performance (RLP) was then initiated and is now being refined within ICAO.
In 2014 he joined the ICAO UASSG as a C2 Link expert and contributed to the drafting of the ICAO Doc 10019 “Manual on RPAS”.
He is now co-rapporteur of the RPAS Panel WG2 since 2015. This WG is responsible for proposing to the RPAS Panel Secretariat, the future SARPs applicable to the RPAS C2 Link.
Within EUROCONTROL, he is contributing in RPAS integration from the communications perspective and providing expertise in NATO and EDA on RPAS when requested.
