Profile
As the Founder and President of Capitol Integration, Gene Moran’s experience across government brings comprehensive and assertive advocacy and strategic support to help clients achieve business objectives. His Amazon best seller, Pitching the Big Top: How to Master the 3-Ring Circus of Federal Sales, describes Gene’s mastery a highly complex federal environment. He has successfully established and increased funding of formal acquisition programs, protected funding of existing programs, and achieved favorable budget, policy, legislative, and contract outcomes for clients. Gene’s experience consistently brings agility, creativity and results to companies of all sizes: small startup firms, prime and sub-prime contractors, and large multi-billion dollar public enterprises. Maintaining an active security clearance, Gene is eligible to work across all elements of the U.S. government.
Gene leverages over 30 years of federal and corporate experience prior to forming Capitol Integration. As an active duty Navy Captain, Gene commanded the aegis guided missile cruiser, USS PHILIPPINE SEA (CG 58) and aegis guided missile destroyer, USS LABOON (DDG 58), and led multi-ship international operations throughout the Mediterranean and Middle East. Gene has represented the U.S. Navy and Department of Defense to Congress in numerous capacities, including service as Director, Navy Senate liaison, where he regularly led Congressional delegations around the world. Gene served as the U.S. Navy’s Director of Appropriations Matters, personally advising the Secretary of the Navy and Chief of Naval Operations on legislative strategy. While on active duty, Gene served in the personal office of former Senator Thad Cochran (R-MS), advising on national security issues. After his work in the Navy and Congress, Gene successfully led government relations efforts of DRS Technologies and Finmeccanica, NA as the companies completed an historic merger.
