Profile

Philip Kenul is a Senior Vice President, Aviation & Operations, TriVector Services. He serves as Chair, ASTM Committee F38 on Unmanned Aircraft Systems developing standards that facilitate UAS operations at an acceptable level of safety.
RDML Kenul (ret) served as a NOAA Corps officer with a career focused on marine & aviation operations. RDML Kenul flew aircraft in support of aeronautical charting & trained with the Navy to become a WP-3D Orion aircraft pilot. During this time he served as an Aircraft Commander with NOAA’s Hurricane Hunters. He later served as Director, NOAA Homeland Security Program Office, Commanding Officer, NOAA Aircraft Operations Center, & Director, NOAA Marine & Aviation Operations Centers responsible for NOAA’s fleet of ships & aircraft. He has been directly involved with unmanned systems since the start of these emerging technologies in NOAA & continues to support NOAA’s UAS Program Office.
RDML Kenul holds a bachelor’s degree in biology from the State University of New York at Cortland & a master’s degree in environmental & civil engineering from the University of Texas at Austin.
Memberships:
• European UAS Standards Coordinating Group (EUSCG), a joint advisory group established to coordinate the UAS-related standardization activities across Europe.
• Steering Committee for the American National Standards Institute (ANSI) Unmanned Aircraft Systems (UAS) Standardization Collaborative (UASSC) to accelerate standards development.
• Co-Chair, ANSI Airworthiness Working Group.
• Joint Authorities for Rulemaking on Unmanned Systems (JARUS) Stakeholder Consultation Body (SCB) supporting a single set of technical, safety and operational requirements for the certification & safe integration of Unmanned Aircraft Systems (UAS) into airspace.
• ICAO Remotely Piloted Aircraft Systems Panel (RPASP). coordinating & developing ICAO Standards.
