Description

States have been investing in ground-based surveillance systems as a means of supporting the development of BVLOS operations within a corridor or regional area. The intent is to provide real time surveillance data as a service that the operator can leverage in support of a BVLOS waiver, exemption, or public COA. However, currently there is no regulatory means for the FAA to approve a service. Under current FAA regulations, the operator submits the substantiation of the surveillance system/UTM as part of their waiver or exemption application. This puts the oversight responsibility of the surveillance system/UTM on the operator. This panel goes over the benefits, process and potential criteria that operators can use to gain BVLOS operational approvals using an area’s surveillance and UTM services under the current regulations. These approvals will help enable Section 376 of the FAA Reauthorization Act of 2018, the FAA and the UTM System Pilot Program implemented is section 2208 of the FAA Extension, Safety, and Security Act of 2016.
