  • Baldwin Safety & Compliance announced it has become the first accepted vendor for the Rotorcraft Community within the Aviation Safety Information Analysis and Sharing (R-ASIAS) program. The platform for the rotorcraft community was developed by General Dynamics Information Technology (GDIT) for the FAA, also referred to as R-ASIAS.

    ASIAS was initially introduced to the airline industry in 2007 with a mission to proactively discover safety concerns before accidents or incidents occur, leading to mitigation and prevention. Baldwin was one of the first to share relevant safety information with ASIAS in a similar agreement for the fixed-wing business aircraft community in 2016. GDIT has now developed the centralized data repository and operational infrastructure to securely share de-identified rotorcraft data within the rotor community.

    Don Baldwin, President Baldwin Safety and Compliance said, “We have been working with ASIAS for our fixed-wing clients for many years. I have always been a believer in the value of deidentified data-sharing and the best platform to accomplish this today is ASIAS. Rotorcraft’s different missions and procedures require a unique system so there has been a push from the industry to create this R-ASIAS for quite some time. Our client, Global Medical Response (GMR), has been one of many operators pushing for this rotor specific platform and we are excited to work with them as well as other rotor-wing clients that are anxious to participate in this highly sought-after data-share initiative.”

    The data-sharing agreement with GDIT will allow Baldwin to automatically feed data to R-ASIAS on behalf of their rotorcraft clients. Baldwin clients will simply identify which reports they want to share in the R-ASIAS portal. Baldwin will also have the authorization to study, compare, and analyze specific de-identified aggregated safety information on behalf of the rotorcraft client and provide consults as requested.

    Sean Mulholland, Director of Safety at Air Evac Lifeteam & SevenBar Aviation, commented, “The R-ASIAS is quite an accomplishment for the rotor community and will benefit large operations like ours as well as smaller operations that don’t have the bandwidth and access to analysts to do this type of work. Having Baldwin serve as the third-party transfer organization is huge for us in terms of efficiency. They are experts in this space and all we need to do is determine what data we want to send. Now it is up to the rotor community to share their data.”

  • At next week’s NBAA Business Aviation Convention and Exhibition, Baldwin Safety & Compliance will showcase its newest tool: Accident Prevention Effort (APE). This proprietary software is designed to provide organizations with a way to track and benchmark proactive safety efforts.

    The APE safety metric enhancement will assist organizations with quantifying existing safety activities, detecting where additional actions may be necessary, and identifying where resources might need to be added.

    Within the Baldwin SMS, APE will establish a numeric safety baseline for an organization’s current safety activities and then monitor future actions and inactions for trends and areas of improvement. For example, conducting an Emergency Response Plan (ERP) drill will be assigned a higher value than submitting a safety report.

    “APE is a valuable tool to help an organization quantify its efforts to build safety capacity,” said Jason Starke, Director of Safety, Baldwin Safety & Compliance. “Businesses often focus on measuring outputs or outcomes without measuring the safety activities that could positively influence those outcomes. Baldwin’s APE is an important tool to do just that. It will help decision-makers understand what the organization is doing proactively to improve safety and what more can be done."

    Like the Baldwin Safety Management System, APE can be tailored to an organization’s size, complexity, and safety priorities.

    The APE concept is founded in the Quantum Safety Metrics method as introduced by Mr. D Smith, President, International Society of Safety Professionals. The APE tool utilizes the number of prevention activities and the so-called “Sierra Scale” to arrive at a cumulative APE value.

  • Hilton Head Island, SC –  Baldwin Safety & Compliance has now incorporated the NASA Aviation Safety Report System (ASRS) with their safety reporting module, allowing customers to complete one report in the portal and also submit it to the NASA ASRS.

    Jason Starke, Director of Safety, Baldwin Safety & Compliance commented, “We are always striving to streamline our safety information processes, therefore integrating NASA ASRS reporting capability into our reporting function is a great example. I believe it will encourage more submissions because of the convenience and ultimately improve safety by sharing vital information with the aviation community. Plans are also underway to build an ASRS UAS form for drone operators to submit to NASA as well.”

    The ASRS database is a public repository which serves the FAA and NASA's needs and those of other organizations world-wide which are engaged in research and the promotion of safe flight. The ASRS collects, analyzes, and responds to voluntarily submitted aviation safety event reports to improve safety in the national airspace system.
